Feb 02 To Commercial , Community and Narrowcast aspiring operators 
You will have come across the fact that Australian Liberal Party as Government of the day sold the transmitter sites of over 200 locations to a an UK company called NTL (National Transmissions Limited) for A$980 million dollars or PDstg 350 million pound this company in turn is owned by a USA company. The money earn't from the sale was to repay Australia's foreign debt bill however the sale of said properties is now costing Australians their future ability to get involved in radio.

How the ABA gave NTL a monoploy
The ABA (Australian Broadcasting Authority) LAP (Local Area Planning) Department  has been going around Australia for the last 7 years evaluating the need for additional licenses and what frequencies and power out put can be allocated without interfering with other license operators. 
To do this the ABA do an engineering spectrum of effective radiating power from a nominated transmission site, you will notice that all sites through out Australia have been earmarked as NTL sites hence why we have this problem. 
You don't have to be Einstein to realise that NTL have been given a monopoly on playing hard ball with applicants who have to come knocking at their door.

What price did NTL offer you or did they give you a price .. that is the question
How many aspiring Community and Commercial broadcasters have approached NTL to get a price for set up and ongoing costs on any of the transmitter sites they now own so they could make an cost effective application to the ABA licensing section.

How many of you have had deputations from Mr F and Mr M from NTL only to be told they have been told they can not put a quote in writing to you... why is this so .
Is it because NTL have been told by the ABA which applicant is to get the nod or is it because NTL overseas owners want to get a double digit return on their outlay and to hold meetings with all applicants so they can see who can pay the most.. you be the judge..

How the ABA can help you
What you don't know and NTL are not going to tell you. Is you can put an application into The ABA and ask to transfer their LAP site to your nominated site and all you have to do is get a broadcasting engineer to draw up an Effective Radiating Pattern that resembles the pattern the ABA engineers came up with on their LAP. The cost saving are enormous if you follow this path

How NTL saves money on exchange rates and why you can do the same
NTL brought the Commonwealth transmission sites for A$ 980 million which at the current exchange rate at the time was PDstg 350 million pounds this effectively knocked out any other bidders unless they had revenue streams of US or PDstg.

Once NTL received ownership they put the actual physical technical servicing of all sites to tender the winner was a a subsidiary of Radio New Zealand (one of the best if not the best in the business) with the NZ$1.26 to A$1 it made perfect sense to outsource from New Zealand 

So how do you save money
The best AM / FM technician in the business is a bloke called Steve White. This bloke coupled 8 AM stations on one mast each station has their own earth mat. So what .. you might say .. well if you ever went to school and attempted (grade 12 or form 6) physics you will get some kind of appreciation of what this man has achieved in radio engineering. 
Anyway contract this man to do your Effective Radiated Power Pattern and get him to design and construct your antenna array and get New Zealand Shipping to ship it for you, as it will be in NZ$ 

To save further monies instead of purchasing second hand Harris or Continental transmitters (both companies are USA based) from Australian operators (who knows how old they are) buy brand new from New Zealand in NZ$ 

Selecting a site
AM transmitter sites require an earth mat preferably in a swamp to give good clear signal to receivers. In major arid areas (desert) of the world a new single diople aerial (like a flag pole) is been used with the copper earth matt sitting in a treakle water trough

FM transmitter sites need extreme height .. we suggest to all aspiring community or narrowcast operators outside metro area you purchase a property and put a kitset home (see our 3 bedroom bushranger series on the products domain) and rent the house out to someone (who can double up as caretaker to reduce theft and kick start generator if power goes off) the said rent will help defray your operating costs particularly getting power to site.

Mr Horrocks:
NO. My discussions with officers of the Department of Communications, and indeed consistent with our original proposal for the service for Logan & Beenleigh, would incorporate a directional polarisation, consistant with the service, to cover South to Beenleigh and to keep as much radiation as possible out of inner Brisbane area.

We have received numerous reports, that FM 101.1 can be heard at Caloundra (Sunshine Coast) Bribie Island, Scarborough (Redcliffe / Brisbane North) Redland Bay / Moreton Bay, Lismore (Northern NSW), Toowoomba on the Darling Downs, Esk (Brisbane Valley) Beaudesert / Rathdowny (Queensland / NSW border and Burleigh Heads (Gold Coast) this is contrary to their licence.
If you check out History of FM 88 item 1.C you will see photo of Springwood water tower which indicates a plethora of diapoles and omni directional aerials consistant with an elaborate Radio Station antenna system not in keeping with a directional polarisation to Logan and Beenleigh

So if you can receive Radio Logan broadcasting on FM 101.1
at your home, office or vehicle in areas outside Logan & Beenleigh, see maps 1 & 2 for confirmation.
The area deemed to be Logan and Beenleigh are shown on the two maps.

3/05/99 The Australian Productivity Commission is holding hearings about the The Broadcasting Services Act 1992
Now is the time to lodge your opinion about the C.B.A.A ( Community Broadcasters ) obtaining upward of 2,000 watts and not paying a license FEE or ongoing annual renewl licensing FEE
Note: The Narrowcasters pay AUD$ 34.00 per watt per year
The C.B.A.A should be paying the exact same FEE AUD$ 34.00 per watt x 2,000 watts total AUD$ 68,000.00 per station
The second opinion is that the Board of the A.B.A ( Australian Broadcasting Authority ) does not have any representation on the A.B.A from the Narrowcasters ( The Narrowcasters have in excess of 1560 licenses compared to the 133 C.B.A.A licenses, please note the C.B.A.A have 2 representatives on the A.B.A )
If the A.B.A were a public company, the Narrowcast shareholders would have a board rmember to represent each Australian state.
The First Question is PLEASE EXPLAIN Why the Narrowcasters do not have representation on the A.B.A Board ? Are the Narrowcasters been discriminated against, if so WHY.

You are NOW 1 out of 1560 licenced owners, who has a licence to inform metropolitan and regional Australian. Thats a tremendous strength and a voice within OUR Australian Community that we can all benefit individually and as a group.

Know doubt you have all become acquainted with the demands of establishing and running a radio station and good for you, Australia needs pioneers like you at this moment in time. Now maybe some of you have given some thought on HOW we could all get together as an organised UNION of OWNERS to lobby the Federal Government on changes to the Broadcasting ACT and HOW we can best LODGE complaints that are not in OUR GROUPS or Australia's interest. Something the C.B.A.A have been doing for years!

If you take time to read the Australian Radio News, " You can find it on Australiatrade Radio main page " you will soon discover that the C.B.A.A ( Community Broadcasters ) continually run to the ABA ( Australian Broadcasting Association ) complaining about the Narrowcast Radio Stations. The C.B.A.A stations like 4CBL ( Radio Logan ) broadcast on 2000 watts ( Goliath ) compared to the Narrowcasters like Radio FM 88 Springwood who broadcast on 1 watt ( David ). The person who does the complaining is Mr. Michael Thompson, General Manager of the C.B.A.A, it's our opinion he has some agenda otherwise he wouldn't be complaining all the time.

So in the interests of Narrowcast Broadcasting, if you currently have or had complaints lodged by Mr. Michael Thompson with the ABA. We want to know about it PLUS we want to know who & what the ABA did about it. 4/07/98 The ABA have issued 150 permanent licenses (133 actually operating) and 194 temporary Community radio station licenses through out Australia.

The C.B.A.A who propogates the concept of representing all the Community radio stations, constantly LOBBY'S the Australian Federal Government VIA the ABA in an ongoing attack on Narrowcasters FOR FEAR of losing revenue from local Advertisers.

YET the Community stations like 4CBL derive their income from commercial advertising, show sponsors, council funding ie.. free rent or peppercorn rent for studio premises and transmitter site rental, grants from councils, local regional shires, poker machine clubs, membership application and yearly renewls plus announcer training classes, and pay No TAX on earnings due to their Non Profit status.

Did you know the Community stations with all these income streams DO NOT PAY any monies what so ever to the Australian Federal Government in establishing FEES or ONGOING annual license fees.

Yet the C.B.A.A continues to lobby the Federal Government on issues against the Narrowcasters... where as the 1560 Narrowcast radio stations have all made financial contributions to the Australian Federal Governments consolidated revenue.

The Narrowcasters (trade name) OR Australia's Tourist & Information Radio (as it's known in the retail market) pay the Australian Federal Government AUD$ 253.00 in initial setup costs plus AUD$ 34.00 per year in annual license fees per station

Consequently the Australian Federal Government has received AUD$ 394,680.00 in initial setup fees plus AUD$ 53,040.00 in ongoing license fees per annum from the Narrowcast radio stations.

If you have a complaint lodged by the C.B.A.A against your station, write your letter to Senator Alston cc: Senator Schack cc: Senator Bourne and state that the Narrowcast Network is made up of 620 x 87.6 MHz, 90 x 87.8 MHz, 850 x 88.0 MHz, a total of 1560 radio stations who are making a financial contribution to consolidated revenue unlike the C.B.A.A

Point out that the Narrowcast Network unlike the Community Stations promote their local area and are highly recognised by Australian's and Overseas Tourists as a result of the Blue & White Tourist Signs that state " Tourist Tune to FM 88 or / 87.8 or / 87.6 "

The result will be product and brand loyalty with listeners and advertisers harnessed by our self promotion for each other.
