On a recent. visit to Brisbane I was approached by one of our members, Radio 101. 1 FM (4 CBL Logan City) about a local low power narrowcaster which appears to be operating well outside the terms and conditions of its license.
Firstly, the narrowcaster broadcasts as a local radio station with a general commercial format. The station's program guide is published regularly in the Brisbane Courier.Mail as Radio 88, along with those of other Brisbane radio stations (copy attached).
In addition, the station transmits from a high point (altitude of 125 metres) many metres above the local post office, using a high gain antenna. The coverage area with a radius of 10 kilometers or more would include 50,000-70.000 people. It is inconceivable that the 1 watt rep. limit is being observed.
As the accompanying letter from 1 0 1 FM states, the station proposes having the narrowcaster's signal strength checked and has found a person to do the work. However, the CBAA is of the view that this is a matter for the SMA and that our members should not be put to additional expense for the purpose.
So on behalf of our member station the CBAA requests the A-BA to investigate the alleged breach of the narrowcaster's license provisions, both its programming and its technical specifications, and if breaches are found, to require the licensee to comply with those provisions.
