Dear Michael,
RE: NARROWCASTER, SPRINGWOOD QLD
Thank you for requesting details of the above. As explained verbally to you on your recent visit, this narrowcaster (licensee Mr Jeff Shaw) is operating a service allegedly outside the published guidelines for narrowcasters both from a program and technical point of view.
The program material is not intended for a narrow section of the community, but rather aligning itself up to that of a broadcaster. This is demonstrated by the published program guide (F.M 88) in the Brisbane Courier Mail. The programs come complete with time calls and all other general information normally, given by a broadcaster. The programs are of a wide general interest to listeners e.g. Breakfast; Drive; Country music; Sport etc.
On the "technical" side. a Telstra land line is used to carry program from their studio premises in Springwood to Karrawatha Street, Springwood Heights (an altitude of 125 mtrs. A.S.I,.) where it is transmitted using a high gain antenna. Generally listening in areas up to 10 k.m. from this site, the received signal is not consistent with one radiating 1 Watt E.R.P. As discussed with you, signal strength measurements must be obtained to verify this, but probably should come from an independent source. The person 1 wotdd recommend wotdd be Mr John Edwards. ex State BroadeastinIZ Engineer, A-B.A. Qid. His phone number is 07-32792944. -Mr Edwards is now privately consulting on field strength measurements for broadcasting stations, and has credibility with the Station Planning Branch of the A.B. A. 1 have spoken to Mr Edwards on dd subject, and he wotdd be available to undertake this task.
1 0 1 F.M. is keen for action to be taken against this narrowcaster for it is our belief, that if it goes unchecked, it and others like it, will ultimately do a lot of harm to bona-fide community broadcasters such as ourselves.
Thanknig you for die opportunity to write on this matter.
Yours sincerely,
JOHN HORROCKS.
